MOTORDROME SPEEDWAY SPEEDWAY PROCEDURES 1. Certain race track procedures will come under NASCAR jurisdiction and rules. These rules will come to you with your NASCAR license. Please read them thoroughly and completely. They give you, the racer, certain rights of appeal and they give the Speedway the rules by which most race events will be conducted. All decisions made by the officials in regard to the interpretation of the rules and procedures as well as decisions made during the running of the races as well as those governing penalties are final and non-litigable! If a participant initiates or maintains litigation in violation of this covenant, that participant agrees to reimburse Motordrome Speedway for the costs of such litigation, including attorney fees. SPEEDWAY POLICY: At any time, in the opinion of track officials, the conduct of any team member or driver is a discredit to the Speedway, the racing industry, or to himself, he may be removed from all racing activity at the Speedway. The driver is responsible for all the people associated with his car or signed in with the car. If you cannot be ladies and gentlemen, we do not want you or any part of your crew. 2. In the course of obtaining money to provide for a purse and point fund for you, the racer, it becomes necessary for the Speedway and NASCAR to procure Sponsorships. Some of these sponsorships require car decals. The Speedway will require each car owner to maintain a designated area on both sides of his car for sponsor decals. Failure to maintain and display these decals as instructed will result in a loss of purse and point money to the car owner. 3. CAR NUMBERS: Car numbers must appear on both doors and roof of car or truck. Each number must be minimum 24 high. Roof number must read from right side. Minimum 4 inch number must appear on upper right hand corner of windshield and in right rear tail-lite area. Single or double digit numbers only. No letters or triple digits permitted. Contrasting solid color numbers only. All car numbering must meet the scorers approval, in the event it does not, you will be advised and will have 2 weeks to make the satisfactory changes. All car numbers must be registered with the Motordrome Speedway office. Please call in your number to Motordrome at 724-872-7555 after January 2nd. All of last year s numbers must be reserved by February 15. After this date the remaining numbers will be issued on a first call basis. 4. Car owners will not receive any purse money unless the following requirements have been met: a. You have completely filled out an owner info sheet and returned it to the Speedway Office or Chief Pit Steward. b. You have corrected the car number and paint job to the satisfaction of scorers and Chief Pit Steward. c. Your car has the proper decals in the proper place as directed by the track and or Nascar. 5. At no time may any driver enter onto the racetrack without being in possession of a valid NASCAR license. Every driver must go on to the track wearing a complete safety firesuit, gloves, Snell SA2000 approved helmet, and head neck restraint device, and be properly belted into the car. Any driver and/or car owner failing to heed this rule will be barred from competition at the Speedway for the remainder of the race event. 6. ALL CARS WILL BE REQUIRED TO DISPLAY THEIR ENGINE SIZE AND PROPER WEIGHT ON THE HOOD OF THE CAR. These numbers are to be a minimum of 2 high and must be located on the left and right side of air cleaner. Failure to do this will result in withholding of purse and point money. 7. Radios permitted in all divisions, only one radio and one push to talk button inside the car. Teams must register their frequency with the track and they may be monitored, if at any time the officials feel the radio is being used for blocking purposes, the competitor is subject to a stop and go penalty and the possible loss of the future use of a radio. 8. Please help us save the pit area. We are asking all participants to use an 18 by 18 steel or aluminum plate under their jack when jacking up their trailer or hauler to unload the car. 9. All cars must have working mufflers passing a maximum decibel test of 100 DB 50 feet from the track This applies to all divisions who compete on a regular basis. 10. All competitors must provide a minimum 1 diameter hole in the top of the bell housing directly in line with the starter ring gear. 11. All race teams are responsible for removal of all waste, i.e. tires and used oil from the Speedway property. Failure to do so will result in fines. 12. The only fuel which may be used in competition is Sunoco Standard (purple). This applies to all divisions with the exception of the Charger and American Flyer division. Crate motors may use Sunoco 260 GTX unleaded 100 octane fuel, supplied by track supplier Dively Race Fuels. You may not blend any other fuels into the Sunoco track approved fuels, no additives of any kind may be used. The track vendor, Dively Race Fuels, will bring only approved Sunoco fuels to the track and it will be tested before it is sold. All competitors fuel must always match exactly the approved Sunoco fuels as sold by the vendor and the specifications supplied by Sunoco. A competitor found to have any fuel other than approved Sunoco fuels that does not pass the track tests will be disqualified from the event. The responsibility for fuel passing the tests belongs to the competitor. The track will make sure that the vendor s fuel, at the track only, passes the test. The one sure way to be sure your fuel passes the track test is to do nothing ever to it but dump it in your cell exactly as purchased. 13. This rule book covers all NASCAR sanctioned events. Non-NASCAR events will be covered by flyers and rules pertaining to those events only. All information made public at weekly drivers meetings can supersede these written rules. ATTEND ALL DRIVERS MEETINGS. 14. The use of anti-freeze by any car in any class is prohibited. 15. All competitors must abide by all division rules at any time in the pits. 16. Protest Procedure: a non refundable $200 administration fee must accompany each protest. Each protest will be limited to one specific item which must be clearly written out and given to an official in charge no later than 20 minutes after the completion of the last event the car being protested appeared in, the specific item being protested must be a clear violation of the rules. The protest must be made by the driver or car owner of a car that competed in the same race as the car being protested. In addition to the initial $200 administration fee certain items being protested will carry an additional protest fee that will be returned if protest is upheld or forwarded to the car being protested if not upheld. Those fees are removal of crankshaft $800, removal of piston or connecting rod $1000, removal of cylinder head $400, removal of intake manifold $200, removal of clutch or transmission $400, removal of rear end gears $400. If a protest is upheld track officials will take appropriate action as to regard to disqualification, suspension and fines. If either of the parties do not accept the decision of the track officials, the written protest shall be forwarded to the NASCAR Competition Administrator at NASCAR Headquarters for review, such review is covered in NASCAR Rule Book. Items not covered by protest are any directed at a decision by a track official regarding judgment calls in the running of the race, scoring, timing, inspection decisions and race procedure decisions. All protest appeals must be made to NASCAR Headquarters following the appeals process laid out in NASCAR Rule Book. RULE BOOK DISCLAIMER The rules and/or regulations set forth herein are designed to provide for the orderly conduct of racing events at Motordrome Speedway and to establish minimum acceptable requirements for such events. These rules shall govern the condition of all events, and, by participating in these events, all participants have agreed to comply with these rules. NO EXPRESS OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM PUBLICATION OF OR COMPLIANCE WITH THESE RULES AND/OR REGULATIONS. They are intended as a guide for the conduct of the sport and are in no way a guarantee against injury or death to a participant, Spectator or official. The race director shall be empowered to permit minor deviation from any of the specifications herein or impose any further restrictions that in his opinion do not alter the minimum acceptable requirements. NO EXPRESSED OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM SUCH ALTERATION OF SPECIFICATIONS. Any interpretation or deviation of these rules is left to the discretion of the officials. Their decisions are final non-appealable and non-litigable! CLAIM INFORMATION AND/OR INJURY INFORMATION When involved in an accident involving an injury to yourself, advise the racing officials immediately so the necessary reporting will be accomplished. NO CLAIMS WILL BE CONSIDERED UNLESS REPORTED PRIOR TO LEAVING THE SPEEDWAY PROPERTY THAT DAY. Contact the rescue vehicle driver or Chief Pit Steward and give him a full report before you leave the Speedway. If physically unable, your crew must be responsible for this report. NOTE: There is no minimum or maximum of cars to be checked, teched or weighed before or after any given race on any given night. The officials will check any or all items at their discretion as they determine or see fit. All illegal parts will be confiscated. The procedure for appeals is covered in the NASCAR Rule Book Anyone who refuses to have their engine torn down for inspection will lose all track points incurred for the season. Tear down is required within one hour from the time the NASCAR officials inform the team. During the weigh-in procedure, drivers will be required to keep both hands on steering wheel, and seated in the driving position with seat belts and helmet on. Must push car onto scales. Competitors failing to meet weight at feature weigh-in will be tagged on the rear of the field after minimum weight requirements are met. All height requirements must be met with driver in car and tires inflated to proper pressure for race conditions. Any and all rules are enforceable at any time. This Rule Book is inclusive. If this Rule Book doesn t say you can, you must assume you can t! Before doing anything not covered by this Rule Book, ask for an official interpretation by calling 724-872-7555. Original starts: All original starts are when the starter waves the green flag. The front row cars will not break until the flag is waved. If either or both does, they will be sent to the rear of the field if in the opinion of the starter it was sufficient enough as to warrant a restart. NO CAR is to pull out and pass until they have crossed the start-finish line. High gear starts only. 2. Restarts after the yellow or red: Single file restarts for the first half of the feature distance, then double file restarts afterwards, the leader will be allowed to break between two given spots at his discretion if he has not by the time he gets to the white line the starter will start the race and racing will resume. No car may pull out to pass until they have crossed the white line between turns 3 & 4, you must be single file when you cross that line. No passing to the left until after the start finish line, you must maintain only a reasonable distance from the car in front of you, no dragging back so as to get a run on car in front of you when green is displayed. Violations will bring a stop and go penalty. High gear restarts only. 3. No car is to stop on the track with the intention to bring out the yellow flag. Each driver should make every effort to make it to the pits if they have a problem. In the event they cannot make it back on their own, and their safety is in danger the caution will be displayed. If, after caution is out, and the driver pulls away under his own power , a one lap penalty will be assessed. Continual abuse of this rule could bring a fine and/or a suspension. 4. Speed in the pits is to be at a minimum so as to protect the people moving about not in race cars. The speed will not exceed 10 mph except on the front pit road, outside lane, during green flag conditions when 25 mph will be accepted. Violators of the speed limit rules could face a fine and/or suspension. 5. When the yellow flag comes out, all cars are to quit racing and go to single file. Any one not in the proper place will be moved as determined by the scorers. Lineups will be determined by where a car was scored on the last completed lap. If all the cars running in the lap have not completed the lap when the yellow comes out, we will revert back to the last completed lap. In the event every car with the exception of some stragglers not completing in the same lap, have been scored, we will keep the lap at the discretion of the scorers. All races will end under green with the exception of after the leader has taken the checkered flag, the yellow comes out, those cars not under the checker will be scored on the last completed lap. 6. On yellow flag restarts all drivers will immediately go to their proper starting position as directed by the scorers. No stopping on the track to discuss your position, failure to do so will result in dropping you from the score sheet. 7. Cars will be lined up for heat races by drawing pills. Each division will draw at the pit steward s stand immediately after their final hot lap session. Any car not at the track by then will start at the rear of the heat race field. The feature race line up will be set by the head handicapper, his decisions are final. The object is to keep the faster cars together around the middle of the field. Changes can be made to line up procedures by the track at any time. 8. When the track has time trials, drivers will draw for qualifying position. How they time trial qualify will determine their heat race starting position. Fast time starts pole heat #1, 2nd fastest pole heat #2, etc. 9. In the event of a red flag condition due to a serious accident, the only cars allowed to go to the pits while the red flag is out are those deemed involved in the accident and they may work on their cars . Once the yellow is displayed, all others that want to may then go to the pits. All cars entering the track from the pits will line up behind any lead lap cars that stayed on the track. 10. If in the opinion of the officials that a car stops to avoid an accident, and then continues immediately back to the start finish line, he will be given his position back. Spinning out, making contact, not proceeding immediately back, will mean the car was involved. 11. If in the opinion of the officials another car in any way causes another competitor to wreck or spin out, that car will also be deemed involved. In the interest of not forcing officials to pass such judgment, you are encouraged to always give proper room and use standard courtesy in your driving. 12. Rough driving, any fighting in the pits or verbal or physical abuse of officials will be cause for fines and suspension. None will be tolerated. Drivers are responsible for their crews and will be considered likewise. 13. Rules infractions during tech inspection could result in a loss of money and points for the event. 14. All cars which are in the official starting line-up must be on the starting grid ready to participate when the pace laps start. The starting grid will be defined as the area in the pits where the cars are lined up prior to going on to the track. Any car in the starting lineup and on the starting grid will be permitted to enter the race at any time after the pace laps start. In the event a car is able to enter the race after the starting flag is displayed, the Race Director and Scorers must be advised to insure proper scoring of the car 15. During the heat races, any car that goes to the pits after the completion of one lap must remain in the pits and may not re-enter the race. If a car goes into the pits before the completion of one lap and can get back on the track before the race is restarted, that car will be allowed to rejoin the race at the rear of the field. The race will not be held up in any way however, to allow cars in the pits to be worked on. As soon as the race can be resumed it will be, at which time and until the completion of one lap any cars in the pit may re-enter. Any car deemed involved in 2 yellow flag incidents during a heat race or 3 in a feature could be black flagged and must leave the track immediately. |
